Is Metro Water Privileging the Suburban Parts of the County with New Sewers?

According to a local environmentalist in this morning's Tennessean:
"You've got this suburb [near Old Hickory Lake] … that's going to get new sewers [due to a Metro agreement to comply with the U.S. Department of Justice order to stop raw sewerage overflows in the Cumberland] ....

That will upgrade their real estate.

People in the inner city have suffered from the overflow."
If nothing is being done to stop leaks and overflows of raw sewerage into near-Downtown storm sewers, I would like to know how this decision got made without any feedback from those of us around the central business district.
