Pittsburg Responds to LED Signage with a Six Month Billboard Moratorium

Except for the moratorium, this sounds all too familiar.

So, this Pittsburg city official "brokered" a deal to remove six vinyl billboards in exchange for an LED billboard, but council members challenged his authority to trade. My question is: what's to stop the billboard company from lobbying to put up new billboard signs in place of the six that they took down?
