Buttorff vs. Lawson: When Was the Bells Bend Bridge Proposed?

When was that bridge proposed?  Time for a compare and contrast.

On May 1, NCP's Christine Buttorff wrote:
[Tony] Giarratana, who is working with the May family, presented a modified plan last night that includes more “green space” to buffer the proposed May Town center from the surrounding area. The location for the bridge over the Cumberland River — needed as the only access point to the development — has been moved northwards to the Cockrill Bend area, after objections from the neighborhoods surrounding Charlotte Park.
Today, NCP's Richard Lawson wrote:
The developers of May Town Center have proposed a new location for a bridge over the Cumberland River to ease opposition against the development.

Now, if the proposed $4-billion development wins approval, a bridge would pass over the river into the Cockrill Bend area and connect Bells Bend with Centennial Boulevard.

Previously, the bridge would have connected the development with Interstate 40, cutting across state-owned land next to the Charlotte Park neighborhood.

Tony Giarratana, a consultant for the May family on the development, said the decision was made about three weeks ago after meeting with the neighbors opposed to the bridge, the councilman and the state representative.
I'm stymied as to why old news on a bridge proposal to neighbors would be presented as new news 8 weeks later. The possibilites that I see include:
  1. Honest oversight
  2. Unclear communication
  3. A PR gimmick favorable to May Town Place
