Chattanoooga Just as Bad as Nashville, but Not as Bad as Knoxville?

I cannot figure out what this is about. Is it a comparative defense of mediocre oversight? An appeal to the lowest common denominator? I cannot find any evidence that the NCP compared the Nashville Emergency Call Center's problems in 2004 & 2005 & 2006 with Chattanooga's or any other city's ECC conditions. So why appear to defend Mayor/Senate Candidate Bob Corker with comparisons now when they did not cover ECC Director RoxAnn Brown with them then? I am not attempting to defend Brown or implicate Corker in mismanagement. I just want to know what the NCP was up to on Friday.
