While Our City Leaders Are in the Thrall of English-Only, Other Cities Are Working Internationally to Reduce Emissions

In his policy address at NYU today, Al Gore mentioned the initiatives cities and states are taking to by-pass the federal deadlock over reducing CO2 emissions. Here is the story behind the initiatives. While Metro Council seems to get more parochial over time, other city leaders are "creating a patchwork of regulations" that might "form the basis for broader national action" and for protecting our environment for future generations. Why can't Nashville exercise the foresight to explore trading carbon dioxide pollution credits or energy-efficient products with cities around the world? Why do we have to keep falling back instead of moving forward?
