How Can the State Maintain an Urban Park with No Overnight Security?

In the wake of the Bicentennial Mall rape, we find out that the State Park is unguarded (except for Metro patrols) for over 7 hours in the dark. Tennessee can't spare even one Park Ranger to patrol overnight? What about some surveillance cameras or emergency kiosks?
