The Whitland Avenue conservation overlay bill--which could stave off McMansions and is opposed by Senator Lamar Alexander's son--was boxed in at last night's Council Meeting when CM Charlie Tygard (who tends to be "at-Large" in title only) used a parliamentary maneuver to bar the measure from debate.
