Mayor's Late Resolution to Set SOM Address Passes without Objection

A single council member could have killed the Mayor's request to set a date for the State of Metro address, because Karl Dean had failed to meet a deadline to set a date.  No CM had the chutzpa to object, although it would have been poetic in my book if someone had.
