The $59 million were originally issued for projects related to what is now LP Field in the 1990s. The bonds were refinanced in 2006 during Mayor Bill Purcell’s administration.The bonds didn't originally issue themselves. It would be former Mayor Phil Bredesen who should get all of the initial credit.

The Passive Voice Leaves Out Bredesen
In efforts to show how "tense" a Metro Council member made a Mayor's Office boss, the City Paper left out one significant detail having to do with the Democratic Governor red states love to love:
