Council Passes Charlie Tygard's Bill Permitting Light Emitting Diode Signs for Baptist Church

No Metro Council member pulled this bill off the first reading consent agenda, so the bill moves on to committee consideration and 2nd reading, where I hope more questions will be asked (like, why does a church need to compete with Publix for drivers' attention?).

Charlie Tygard placed it on the consent agenda at the Planning Commission so that no public hearing could be held even after communication had been made with Planning Staff members that someone was on the way to speak. Is this a way to avoid democracy? Why did Councilman Gotto representing the Council on the Planning Commission not ask for the bill to be heard? I thought he was supposed to represent the people?
