That explains why a big flashing billboard can occupy a driver's field of vision on West End near Ted's Montana Grill and why a humongous Vegas-style streaming LED billboard can blind northbound traffic at the I-65/I-40 on the southwest corner of Downtown (although, these signs could also already be illegal).
