Property Rights and Zoning

The Council's Counsel left us with a pearl of wisdom at Tuesday night's Public Hearings:

Zoning does not convey property rights .... Metro Council may change zoning at any time.

So, let's not get lost in an ethereal debate about some metaphysical, absolute right to do whatever you want with your property. Property rights arise from freely negotiated social compacts or they don't arise at all.
